24.7% Growth, 41% Exports to US: What Drives Vietnam's Semiconductor Boom?

Vietnam's semiconductor sector has been on a tear in 2025-no doubt about it, it's now the most promising tech hub in Southeast Asia. Between 2023 and 2025, the market's compound annual growth rate hit 24.7%, which is way ahead of the regional average. What's fueling this? Favorable government policies, steady foreign investment pouring in, and a local supply chain that's coming together faster than many expected.

 

Break it down by the industrial chain, and the packaging and testing segment stands out. Vietnam's global share here jumped from 3.8% in 2023 to 6.2% in 2025-several top players have even moved 30% of their packaging and testing capacity to the country. This also boosted demand for backend equipment such as wire bonding machines, die bonders, wafer dicing machines, and automatic optical inspection (AOI) systems. Wafer fabrication is still early days, though. Plans for 12-inch wafer fabs got off the ground in 2025, supported by early investments in ion implantation systems, CMP equipment, and etching equipment, but mass production isn't expected until 2030.

Geopolitics has pushed supply chains to shift faster, too. In 2025, the U.S. took 41% of Vietnam's semiconductor exports-up 9 percentage points from 2023. Japanese and South Korean firms have set up design centers through joint ventures, and the number of local R&D staff has doubled in just two years. That's a pretty significant jump for a sector still finding its feet.

 

But there are clear gaps, especially in materials and equipment. Localization for semiconductor materials was only 12% in 2025, and core gear like lithography machines, EUV/DUV steppers, and high-temperature oxidation furnaces still have to be fully imported. The good news? Emerging materials such as silicon carbide (SiC) substrates are now in small-scale trial production-supported by PECVD systems, PVD coating systems, and thermal processing equipment-and could be a key breakthrough area down the line.

 

Two sectors are driving the demand: consumer electronics and automotive electronics. Local Vietnamese smartphone brands have sparked a spike in need for power management chips, accelerating demand for wafer test systems and probe stations. For automotive-grade chips, capacity shot up 67% year-on-year in 2025, mostly to meet the needs of Japanese automakers' Southeast Asian supply chains, increasing investment in reliability test chambers, thermal shock chambers, and burn-in systems.

 

On the policy side, 2024's "Special Act on the Semiconductor Industry" helped a lot-it extends corporate income tax exemptions until 2030 and sets up a $500 million special investment fund. Hanoi and Ho Chi Minh City have built three national-level semiconductor clusters, offering land rent subsidies up to 50%. Those incentives have definitely made Vietnam more attractive to investors.

 

Talent, though, remains a big hurdle. Vietnamese universities graduate around 12,000 microelectronics majors each year, but senior design engineers make up less than 15% of the workforce. To fix the technical gap, leading companies are bringing in overseas experts-foreign technical managers surged 210% year-on-year in 2025. It's a practical workaround, but the talent shortage isn't going away overnight.
